*NOTE: Broken build* (Unfortunately due to limitations in SVN I can't do this
atomically).
Moved fileservice from www/apps/fileservice to lib/fileservice. Now it is a
library which any code can use, if you pass an IVLE request object.
(The intention here is that it's possible for a CGI'd trampoline program to
call the fileservice library).
Next revision I will reinstate fileservice as an actual app. For now it is
broken.
