db.py: Added new methods for handling problems and problem attempts:
get_user_loginid
get_problem_problemid
insert_problem
insert_problem_attempt
These all do things that were previously hard-coded into tutorialservice.
tutorialservice: Call the above methods instead of directly inserting them
into the DB.
This makes the tutorialservice code much cleaner by having all the DB code in
the db module.
