usrmgt-server: Obliterate Subversion stuff, except for creation of the
repository. This makes it much simpler and less awful.
Also remove lots of imports that weren't used.
browser, userservice: Remove references to do_checkout, which was part
of usrmgt-server, so is no longer. The new files
app homepage will serve a similar function, but
much better and through fileservice.
