Viewing changes to ivle/util.py

Throw the view content into a new ivleview div (inside ivlebody) of the main
template. This lets us move ivleoverlays into ivlebody, fixing a spacing
issue. Previously the view content ran under the console (only since we moved
to the new overlay system).
