Add ivle.date.format_datetime_for_paragraph, a nice readable date formatter.

It creates strings like 'today at 20:00', 'tomorrow at 09:43',
'10 minutes ago', 'in 3 seconds' and 'on 2009-03-26 at 21:06'.
