browser: In the Python code, writes out all required HTML contents for the top
    bar. This includes the new actions, links and a dropdown box.
    Currently most actions are disabled; it is expected the JS code will
    enable things as appropriate.
    Fixed a silly bug where </body></html> is written out prematurely.
browser.css: Added styling for the new topbar elements.
