fileservice/action: Refactored broken clipboard.
    Now cut/copy/paste is handled primarily on the client. The client keeps
    track of all files on clipboard in the browser cookie.
    The server now just has a "paste" command (or rather, copy and move
    commands).
    action_cut and action_copy removed.
    action_paste changed to take more arguments and no longer access session.
    All information from the clipboard is explicitly expected as arguments.

NOTE:  The client side of this does not yet work, only the server is working
(and tested).
