Remoed direct LT_INIT calls from configure.ac - these are handled in
PANDORA_CANONICAL because if you inject LT_INIT too early in the sequence,
it causes issues with AC_USE_SYSTEM_EXTENSIONS. (yay for bad dependency
sequencing!)
Also moved the js plugin libv8 check into the js plugin dir. I promise I
will document how all of this is supposed to work better later.
