Fix for bug 311013. Added 2 new flags to the storage engine API which
indicate whether an engine supports the DATA_DIRECTORY or INDEX_DIRECTORY
options. Right now, the only engine which utilizes these is the archive
engine since myisam is now memory only and these options mean nothing in that
case for myisam.
