[r=sinzui][ui=none][bug=602738] Fixes a bug with data presentation in
milestones. Previously if you added a date before 1900 in the
API you would cause an OOPS because the date couldn't be
presented on the site. Now you receive an error on trying to
enter such a date, so the invalid data doesn't enter the system.
