add the rest of the hard bits of implementing bug privacy. grow the
 remaining bits of the CA needed to support this functionality and doctest it
 in all its glory. there remain small issues to sort out specific to privacy,
 namely making sure this works correctly when adding a bug,
 and tweaking the notification machinery. this work will also make a lot more
 sense once we have a well thought-out workflow in place for package/upstream
 (re)assignments, and once we've decided what a 'maintainer' is for a distro
 bugtask.
