[trivial] various dynmenus improvements.  remove import of much zcml we do not use.  make maintemplate devmode aware and turn off devmode in production.  add slimmer in contrib, and use it to statically compress the CSS when not in devmode.  change page title for non-users of launchpad person page.  remove ++debug++ URL namespace from production configs.  remove other ++whatever++ URL namespaces.  register just the portion of zope.i18n that we use.  move plotkit and mochikit packed files into icing.
