[r=spiv] Repairs to the Launchpad test suite, allowing it to pass on dev machines.  Adds a check of the umask for uploads.  Ensures that stdout of the subproc gets fully drained when test_on_merg.py kills the subproc.  The ftparchive test will still fail on feisty due to OS incompatibilities w/dapper (which pqm runs).  I'll fix that in a separate branch.
