Last round of changes in response to bac's comments (who took over in BjornT's
absence):

- Added comments to launchpad.conf to indicate that the commented out values
  are defaults.
- Improved the docstring for the mailingListPrintActions() helper in
  test_system_documentation.py.  It now better explains why this function is
  necessary.
- Improve the docstring in the IRequestedMailingListAPI interface to explain
  that both methods perform state transitions on the mailing lists they
  affect.
- Fixed a few pyflakes warnings.
