SteveA suggests checking config files in two ways:

1. As part of what pqm runs
2. As a make target

For #1, I've added tests for all found config files, with the standard
necessary override of canonical/pid_dir as part of what runs in the normal
test suite, via 'test.py canonical.config'.

For #2, I've added a 'make check-configs' target which runs
utilities/check-configs.py in the most useful way.
