Solve a few other problems related to staging's Mailman configs.

- There is now separate configs for staging-mailman and production-mailman.
  Mailman is configured to launch only in these configs, /not/ in staging.
- There is no more separate start_mailman, stop_mailman, or mailman_instance
  targets.  All this is driven off of the config file, so for instance,
  Mailman will build with 'make build' if 'build yes' is set in the config
  file.
- This also adds a bit better diagnostics to buildmailman.py when either the
  user or group does not exist.
- Do not try to kill Mailman if it wasn't launched in the config.
