        progress can't depend on completed blueprints. Allow blueprints
        in any status to be specified as dependencies. Partial fix for
        bug 59154: hide zero-bug tags from tags portlet. Fix targetted
        typo across tree,
        and rename 'release-critical' portlet to 'series-targeted' which is
        what it really is. Fix for bug 253537: Linkify HTTP[S] SVN URLs
        when displaying imported branches. And finally,
        fix for bug 253539: Display dates for announcements in the project
        homepage. Lots of text in the commit message,
        little code being changed..
