[r=mwhudson][bug=247126] Raise an error when scanning stacked
        branches that are stacked outside of the mirrored area. This
        means we fail fast when we encounter such branches,
        which keeps the scanning latency low. Also protects against people
        trying to scan branches at file:// URLs and the like.
