[rs=kiko] Fixes bug 271781 and [r=salgado] Fixes bug 273453. The
        script launchpad-database-setup now actually uses the same
        commands and configuration as described for the manual setup on
        the coresponding wiki page,
        most importantly using the C locale when setting up the postgresql
        cluster. This fixes problems with the database on systems that
        use a non-english locale. Also fixes a small bug in Makfile.
