Proof-of-concept implementation of component update cronjob

This retrieves products and components from a remote bugtracker, using
pycurl and judicious use of regular expressions.  Functionality to
compare with previously imported data is stubbed in with sample data.
At this point, the script is stand-alone and shares no dependencies with
launchpad, but this is about to change...
