Add the copyright header block to the remaining .py files.

Note that in scripts/ftpmaster-tools/archive-integrity-check.py and
scripts/ftpmaster-tools/remove-package.py, the copyright looks like it
changes ownership in this commit.  Mostly it doesn't (the old notices
were wrong), and in the one case where it might, we have permission
from the old owner.  These IRC conversation excerpts from 30 June 2009
with James Troup (elmo) clarify:
