Remove license header block from all .pt files, on advice of flacoste.
Having "<!-- " before "<!DOCTYPE" is invalid anyway, and the copyright
header may have been causing failures in tests that expect certain text,
e.g.:
File "lib/lp/translations/tests/../stories/standalone/xx-translation-import-queue-filtering.txt", line 155, in xx-translation-import-queue-filtering.txt
Failed example:
    print browser.contents
