[r=leonardr][ui=none][bug=61171] In the +login page,
use BeautifulSoup.UnicodeDammit to decode the query string so that we
don't OOPS when it's not utf-8. Also update
lib/BeautifulSoup.py to 3.0.4,
as the previous version had a bug in UnicodeDammit
