[r=noodles][ui=None][bug=430813] 'make jscheck' should run only the
new-style Windmill tests,
so that we have a clean slate when starting making sure that all
Windmill tests pass. A 'jscheck_functest' make target is
provided for running all the old tests that need to be converted.
