[r=lifeless][ui=none] Make Apache restart after installing it's new
        modules and configuration. This prevents bugs in the modules
        from causing Apache to segfault and start dropping requests.
        New Launchpad developers will appreciate the application not
        crashing randomly while they test their first branch.
